As the Lead IT Project Manager, you will manage project scope, timelines, budget, outcomes, and the effective and high-quality delivery of key digital solutions. They lead and motivate cross-functional project teams, making timely decisions to ensure project success within set parameters. They ensure expectations are clearly communicated and met across internal teams and business stakeholders. Other responsibilities include the refinement of requirements, project coordination, development of plans and schedules, resource planning, financial management and project maintenance.

Responsible for the management of one or more small to medium-sized, moderately complex projects, sub-projects, or completes projects initiated from project lead.

Relationship Management

  • Develops and maintains productive working relationships with business owners, project sponsors, business analysts, solution architects, vendors and key clients.
  • Builds, develops, and grows any business relationships vital to the success of the project.
  • Provides insight for projects that are mission or business-critical.
  • Sets and continually manages project expectations with team members and other stakeholders.
  • Partners with IT and ensures cross business and internal teams are properly aligned throughout the project.

Project Initiation

  • May participate in developing the project charter.
  • Determines project objectives, measures or cost variables and establishes a baseline figure for comparison.

Project Governance

  • Provides information to the project governance committee in order to make informed decisions.

Project Scope, Time and Cost Management

  • Works with the Business Analysts, Solution Architects, and the client to define/refine the project scope.
  • Facilitates the gathering of information required to estimate project cost, resources, time and deliverables.
  • Develops, and continually updates, project plans and schedules.
  • Ensures that the project outcome reflects the goals of the client.
  • Manages cost, schedule, scope control, change management and performance for the project.

Resource Management

  • Determines staffing requirements.
  • Develops budget requests for resources.
  • Works with resource managers in order to effectively align resources across projects.
  • Provides work direction and leadership to assigned projects, including scheduling, assignment of work and review of project efforts.
  • Evaluates project performance and makes recommendations for personnel actions.
  • Negotiates changes in project resources as necessary to achieve objectives and timelines.
  • Identifies and documents resources skills and constraints.
  • Creates and manages the resource calendar.

Procurement/ Vendor Management

  • Determines if external consultants or contractors will be required to complete project plan.
  • Recruits and manages appropriate staffing resources.
  • Partners and complies with Indirect Procurement personnel and processes.
  • Provides advice and counsel to the vendor relationship decision-making and contract development processes.
  • Evaluates service provider performance.
  • Approves invoices for payment.
  • Assists with identifying which resources need to be procured outside the organization.
  • Describes technical or other issues that need to be considered and assists in the development of Statement of Work (SOWs).
  • Provides an issue escalation path and resolves vendor performance disputes.

Risk Management

  • Identifies the elements of risk in a project, utilizing SMEs, Business Analysts, Systems Analysts and other project personnel.
  • Analyzes and prioritizes consolidates project risks and assesses its potential impact to the client.
  • Develops and maintains risk plans, processes and systems in order to mitigate risk, with assistance.
  • Creates action plan for risks that occur and follows through on plan.
  • Maintains issue list, proactively escalating issues to project and departmental leadership to mitigate risk.

Financial Management

  • Estimates costs associated with a project including physical, financial and human capital costs.
  • Creates and manage capital appropriate requests and revisions.
  • Develops a detailed cost baseline from cost estimations.
  • Refines project cost estimates and confirms funding sources.
  • Monitors and controls the actual cost of a project versus the budget.
  • Reviews bills and evaluates factors that may potentially cause cost changes.
  • Conducts in-depth root cause analysis of project budget discrepancies.
  • Performs project close financial processes. i.e., PCN, balance and close POs, fixes assets setup.

Conflict/Problem Management

  • Negotiates conflicts and resolves issues that arise.
  • Acts as a mediator between stakeholders and team members.
  • Facilitates the resolution of issues throughout the project life cycle.


  • Develops a communication plan to convey project scope, goals, milestones, budget, risk, status, change requests and critical issues to the client and project team.
  • Assesses the effectiveness of the interaction and communication with the client and project team.

Project Review and Closeout

  • Gathers and completes final acceptance sign-offs.
  • Writes final status report and creates the project close-out report.
  • Communicates project successes, lessons learned, and project management recommendations.

Standards, Policies and Procedures

  • Actively implements methodologies, processes and tools.
  • Builds the capability within project teams.
  • Provides feedback regarding the continuous improvement of project standards and procedures.

Mentoring & Coaching

  • Coaches or mentors less experienced personnel.


  • Bachelor’s degree in related field, specialized training, or equivalent work experience.
  • Typically requires 3-5 years of IT work experience, 2 or more years of team leadership experience and knowledge of project management.
  • PMP Certification Preferred
  • Strong written and verbal communication and interpersonal skills, leadership skills, analytical ability, and business judgment are required.
